RadarModel Comes as a GitHub Action

RadarModel 0.5.0 is a GitHub Action. One step checks the AI models or the database schema an app depends on, comments on the pull request or keeps an issue for scheduled runs, and fails the job on a breaking change. With the code scan turned on, a pull request that starts calling an unwatched model fails too.

Two independent reviews found fifteen problems, and the action’s own Windows test found one more; all are fixed with tests. It follows 0.4.0, which added five providers.
